My 5019D will not communicate with VPM3 on a Windows 10 computer.

It is possible that the 5019D sensor (this includes all the Wideband sensors such as 5012D, 5017D etc.) manufactured before a certain date will need a firmware upgrade.  This upgrade can be performed by most users in the field and is available from Bird upon request.
